SHADRACH OWUSU

EXECUTIVE DIRECTOR

  • Shadrach Owusu is the Executive Director and Founder of Global Energy Perspectives UK (GEP UK), an independent energy and sustainability think tank dedicated to advancing evidence-based policy, strategic insight, and practical solutions for the global energy transition.

    With over a decade of experience across energy policy, infrastructure systems, sustainability strategy, and strategic communications, Shadrach has worked at the intersection of government, industry, and international development. His professional background includes senior advisory and communications roles within national energy institutions, where he contributed to large-scale power generation, transmission, and energy-transition programmes spanning emerging and developed markets.

    Shadrach has represented institutions at major global platforms including UN Climate Conferences (COP), the United Nations General Assembly (UNGA), and international energy forums, engaging in high-level dialogue on decarbonisation, energy security, climate finance, and just transition frameworks—particularly in relation to the Global South.

    As a researcher and policy commentator, he is the author of multiple white papers and analytical publications on topics such as industrial decarbonisation, carbon capture and storage (CCS), hydrogen economies, integrated energy hubs, climate justice, and energy security, published across international academic and policy platforms.

    Through Global Energy Perspectives UK, Shadrach leads a multidisciplinary research and engagement agenda that bridges policy, technology, economics, and communication, supporting governments, local authorities, private sector organisations, and civil society with insight that is rigorous, balanced, and impact-driven.

DR. PRINCE EDWARD OKINE

CHAIRMAN - BOARD OF DIRECTORS

  • Dr. Prince Edward Okine is a research-led programme and project delivery professional with experience spanning public health systems evaluation, stakeholder coordination, and delivery in regulated and energy-adjacent environments.

    He holds a PhD in Public Health and Health Promotion, where he applied a multi-method approach—interrupted time series analysis, GIS-based facility mapping, regression modelling and discrete-event simulation—to evaluate and improve the effectiveness, positioning and operational efficiency of Ghana’s primary healthcare services.

    Alongside his academic work, Dr. Okine has delivered complex projects in the UK, strengthening governance and reporting through structured planning, RAID management, and performance dashboards, with a track record of improving delivery visibility and operational decision-making. 

    He has also supported international collaboration and evidence generation through the EU-funded STAMINA project, leading health economics evaluation activities and contributing to published outputs.

    As Chair of the Board , Dr. Okine brings an accountable, outcomes-focused leadership style, a commitment to integrity and transparency, and a strong interest in evidence-informed action to support sustainable, resilient, and equitable energy transitions.

DR. KELVIN KWASI KWAKYE

  • Dr. Kelvin Kwasi Kwakye is an academic researcher, AI engineer, and research leader known for his work in artificial intelligence, machine learning, and intelligent systems. His work focuses on applying advanced data-driven and computational methods to real-world problems, particularly in areas such as human factors, transportation safety, and intelligent automation. He has built a strong reputation for combining technical depth with practical impact.

    Academically, Dr. Kwakye holds a Ph.D. in Industrial and Systems Engineering, with research centered on deep learning and multimodal approaches to understanding human behavior, including distracted driving. His doctoral and postdoctoral work emphasizes rigorous data analysis, model development, and experimental validation. Through his research, he has contributed to peer-reviewed publications in engineering, human factors, and AI-related fields.

    Professionally, Dr. Kwakye has worked as an AI Engineer, Project Director, and Research Associate, where he leads and manages large-scale research and technology projects. His work includes developing agent-based AI systems, building domain-specific large language models, and supporting digital transformation initiatives in aerospace, transportation, and manufacturing environments. He is also actively involved in mentoring students, supervising research teams, and collaborating with industry and government partners.

  • Dr. Kenneth Coker is an academic researcher specializing in photonics, quantum electronics, and

    advanced energy materials, with a strong focus on technologies that support sustainable energy

    systems and the global energy transition. His work bridges fundamental science and applied

    research, contributing to evidence-based understanding of emerging energy technologies and their

    role in sustainable development.

    He holds a Ph.D. in Information and Communication Engineering from the University of

    Electronic Science and Technology of China (UESTC), along with an M.Sc. in the same field,

    where he was recognized as the Overall Best International Master’s Student, and a B.Sc. in

    Telecommunication Engineering from Kwame Nkrumah University of Science and Technology

    (KNUST), Ghana. His academic training emphasizes rigorous analytical modeling, experimental

    validation, and system-level evaluation of advanced electronic and photonic materials.

    Dr. Coker is currently a Lecturer in the Department of Electrical and Electronic Engineering at Ho

    Technical University, Ghana, and a Postdoctoral Researcher at UESTC. His research focuses on

    two-dimensional materials, photonic and polaritonic devices, and next-generation energy

    materials, with particular emphasis on perovskite-based materials for efficient energy harvesting

    and optoelectronic applications. His current work investigates light–matter interactions in

    perovskites to enhance energy conversion efficiency, stability, and scalability, positioning these

    materials as promising candidates for future solar and hybrid energy systems.

    He has published in leading international journals, including the IEEE Journal of Quantum

    Electronics, The Journal of Chemical Physics, Chinese Physics B, and Computers in Biology and

    Medicine, and serves as a reviewer for IEEE journals and Engineering Applications of Artificial

    Intelligence. In addition to his academic work, Dr. Coker actively mentors students, supports

    interdisciplinary research initiatives, and collaborates with international partners across academia

    and industry.

    As a member of the Advisory Council for Global Energy Perspectives, Dr. Coker brings a

    materials-driven and systems-informed perspective to discussions on energy transition, sustainable

    technology deployment, and youth engagement in energy innovation, contributing technical

    insight that supports evidence-based policy, research, and convening initiatives

CHRISTABEL OFORI-ATTA

  • Miss Christabel Ofori-Atta is an energy professional with over 7 years of experience across the energy value chain. She holds an MSc in Sustainable Energy Futures from Imperial College London and a BSc in Petrochemical Engineering from Kwame Nkrumah University of Science and Technology, Ghana.


    At present, Christabel is a Senior Modelling Analyst at Energy Systems Catapult in the UK, where she supports local area and national energy planning through a whole energy systems approach. Her work focuses on identifying cost-effective, integrated pathways and actionable strategies for achieving Net Zero.


    Before joining the Catapult, she worked in upstream oil and gas operations, notably with Halliburton and Schlumberger, delivering major well testing and completions projects across West Africa, especially in Ghana and Nigeria. She later joined Alten Limited UK, supporting Rolls-Royce in project management and developing model-based systems engineering and software design solutions to improve fuel efficiency and performance in civil and business jet aero-engines.


    Christabel is passionate about innovation, sustainability, digitalisation, and decarbonisation, and is committed to advancing STEM engagement and inclusion, particularly among young people. She brings a unique perspective that bridges traditional energy systems with emerging low-carbon technologies, helping to turn visionary ideas into impactful, real-world solutions.

  • Jeffrey Okai is a Project Engineer and infrastructure consultant,  specialising in petroleum downstream infrastructure in Ghana, complex capital and developer-led infrastructure projects within the UK regulated water sector, with particular expertise in statutory diversions, requisitions, and Nationally Significant Infrastructure Projects (NSIPs).

    With an academic background in Chemical Engineering and Petroleum & Environmental Technology, complemented by strategic management and leadership, Jeffrey offers a disciplined, risk-aware perspective on infrastructure investment, compliance, and long-term asset stewardship. His career spans both public-sector regulation and private-sector delivery, enabling him to bridge technical detail with strategic oversight and governance.

JEFFREY OKAI

  • Dr. Aboah is an Assistant Professor at North Dakota State University. A Transportation Data Scientist with a proven track record in research, grant writing, and developing advanced database solutions, statistical models, and computer vision systems to improve transportation management and operations. He has extensive experience as an architect and application developer on projects utilizing data mining and machine learning to solve complex, large-scale transportation challenges. His research interests include computer vision and machine learning, with a specific focus on visual reasoning, vision and language, image generation, air taxis, naturalistic studies, and autonomous vehicles.

DR. ARMSTRONG ABOAH

  • Jesse Asare Morgan is a Chartered engineer and consultant with over 10 years of experience in the Energy value chain and extractives industry. He holds an MSc in Natural Gas Engineering and Management from the University of Salford, United Kingdom, and a BSc in Petrochemical Engineering from Kwame Nkrumah University of Science and Technology

    He is currently the Principal Gas Network Planning Engineer at the National Energy System Operator (NESO) and is responsible for planning and defining the current and future requirements of the UK’s gas transmission networks, including their interactions within the whole energy landscape to support energy system reliability and resilience. He is also the principal consultant at MJA Energy Consulting Ltd, a consulting firm operating within Ghana and the African energy space, providing training and energy project advisory services. 

    Before joining NESO, Jesse worked as an Operations Engineer with the Volta Aluminum Company Ltd in Ghana, where he began his career, and later joined West Coast Gas Ghana Ltd, a private oil and gas consulting firm, as the Gas Operations Manager, where he was responsible for managing the company’s gas consulting operations related to Network Monitoring operations, Nominations management and Contract Portfolio Optimization. He was also responsible for technical training and development. He is also a trained Quality Systems Auditor (ISO 9001:2015). 

    Jesse is particularly interested in energy supply issues related to integrated gas-to-electricity system planning and interactions, future use of environmentally friendly gaseous fuels such as biomethane and hydrogen, as well as the applications of metals in clean energy technologies.

  • Enock Wilson is a results-driven marketing and digital communications professional with a Master’s degree in Communication Studies, specializing in digital communication and brand strategy. He has proven experience building, positioning, and managing brands across healthcare, public sector, and private agencies. Enock excels in creating high-impact digital campaigns, strengthening brand visibility, managing media relations, and driving effective stakeholder engagement. With a strategic mindset and hands-on expertise in project coordination, leadership, and  marketing solutions, he delivers communication strategies that enhance credibility and measurable impact.

  • Knollis Delle is a driven and experienced clean energy and climate professional with a strong background in climate and energy policy, project management, sustainable finance, and international relations. Currently serving as a Young Professional in the Climate Section of the Commonwealth Secretariat, he has been instrumental in shaping sustainability-focused policies; supporting the monitoring, reporting, and verification of greenhouse gas emissions from the energy sector; managing and executing complex infrastructure projects that reduce carbon footprints; championing sustainability initiatives; and forging strategic partnerships with wide-reaching impact.


    His expertise extends to securing project financing and driving sustainable infrastructure development. Knollis has made significant contributions to national-level initiatives at Ghana’s Ministry of Energy and the Ministry of Environment, Science, Technology, and Innovation. He is also a Non-Resident Fellow at the Institute of Economic Affairs (IEA) Ghana, where he contributes to policy-oriented research and discourse on energy, climate, and economic governance.


    His distinguished affiliations include being an Emerging Public Leaders Fellow, a Young African Leaders Initiative (YALI) Fellow, and an IEC Young Professional. Knollis is a certified Technical Expert Reviewer under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, with a focus on Article 6 (Carbon Markets) and the Enhanced Transparency Framework. He holds a Master of Engineering in Energy and Power Engineering from Tsinghua University, complemented by a professional certification in Climate & Renewable Energy Finance from the Frankfurt School of Finance & Management.
